Pursuant to the Responsible Textile Recovery Act, businesses that produce or sell apparel and textiles in California must register with the state’s producer responsibility organization (PRO)—Landbell USA—by July 1.
The Responsible Textile Recovery Act was passed in 2024 and establishes an extended producer responsibility (EPR) program, which ensures discarded textiles and apparel are reused, repaired or recycled.
Under the act, a producer is “a person who manufactures a covered product and who owns or is the licensee of the brand or trademark under which that covered product is sold, offered for sale or distributed for sale in or into the state.”
Covered products include apparel and textiles, such as clothing/accessories, curtains, fabric window coverings, knitted and woven accessories, towels, tapestries, blankets, linens and pillows.
Covered products not affected include personal protective equipment (PPE) or clothing items for U.S. military use, PPE worn for protection against health or environmental hazards and some reusable health care products.

Registration
Landbell USA is a subsidiary of the Landbell Group, a global leader in EPR solutions, and was approved to be the state’s PRO in February by the California Department of Recycling and Resources (CalRecycle).
